Interesting video. Being an ex-fundy, I checked my trusty RSV-CE. Judah did have surviving sons. The first two from a Caananite women died . Onan. He then had sons from Tamar his widowed daughter-in-law. She found a way to make him fulfill his duty.
In Roman Chapter 11 refers to all Israel will be saved -not all Judah. He did refer to himself as an Israelite. However he also refers to making his "fellow Jews" jealous. So maybe the words were sort of interchangeable when he wrote Romans.
